MJ is a technology strategist and executive leader who operates at the intersection of complex systems, digital trust, and global scale. Over a career spanning more than three decades across military service, public infrastructure, and enterprise technology, he has focused on a singular mandate: helping organizations optimize operational performance and deliver measurable results when the stakes are highest.

Currently, as the Global Head of Industries at Docusign, MJ shapes the future of digital agreements and autonomous workflows for organizations worldwide. His strategic lens was forged through years of large-scale enterprise execution across the healthcare and public sectors, most notably at Adobe, where he led the strategic direction of modular Health Insurance Exchange (HIX) blueprints. These solutions transformed digital healthcare delivery and were ultimately selected by the U.S. Centers for Medicare & Medicaid Services to power the marketplace model across more than 30 states.

This capacity to navigate massive regulatory frameworks, complex corporate ecosystems, and critical health infrastructure stems from an operational foundation built in the United States Coast Guard. Combined with advanced business and technical training from the University of Baltimore, where he earned both an MBA and a Bachelor’s degree in Management Information Systems, MJ brings a disciplined, structured framework to corporate governance. He transforms legacy challenges into modern digital advantages by anchoring high-level strategy in practical organizational alignment and systemic growth.
